The foundation for this verse may well arise from the anagrams of the third and fourth lines

The fourth line holds incorrectly bereft (corn et cry Li_berte f_), celebrity interfaces area (_t cry Libe_rte faincte s_era a_) and  area occurrent Liberty interfaces (era a_u corn et cr_y Libert_  faincte s_er)
