The first two lines of text of this verse set the time at which the story of the last two lines will unfold. But the story itself is given a significant modern twist by its event-defining clusters in the anagrams.

The story relates to a promise by the West to help the East deal with the burial of people affected by disease but this involves cremation, to which El Quida takes  strong exception.

Adjacent anagrams in the third line not only give meaning to that line but provide a more precise location for the actions in the other lines It says 

Yemens Africa calefacient alliance (A _nemy $e_ra faic_te fiance A l) where the alliance contribution is an overlay formed from (iance A l') at the end of the line.

*Calefacient: refers to something that warms or supplies heat.
