The following verse relates to the changes needed in the ethics of war and the necessities of death as the weapons of our times become widely used.

This tone can be seen from the sets of adjacent anagrams in the first line.  The line suggests_crimes ill years (_rme Sic_ill_e Syra_), causes plan relapse (_racuses Na _ples, Pale) apples assurance (acuses Na_ples Pal) layers census appeals (le, Syra_cuses N_aples Pa_) mercies (erme Sic)

The description in the text fits to the last parts of the second World War where the allies from Europe were engaged in battles for the control of the oil fields of Northern Africa.
